Billy Bevan est né William Bevan Harris le 29 septembre 1887 à Orange, une ville australienne de la Nouvelle-Galles du Sud. Il accomplit ses études à l’université de Sydney. En 1912, il rejoint la «Pollard’s Lilliputian Opera Company» en Tasmanie et peaufine sa technique d’acteur comique en se produisant dans différentes villes lors d’une tournée au Canada. En 1917, il émigre aux États-Unis et se voit engagé par les studios L-KO Kompany. En 1920 ce petit bonhomme dynamique rejoint la troupe de Mack Sennett qui l’emploie dans rôles de soutient comme un poseur de papiers peints dans «Ah, la belle famille!» (1922) de Roy Del Ruth; un vendeur ambulant de hot-dogs dans «Le bungalow galopant»; un chef bagagiste dans «Le train de 2 heures» tout deux dirigés par Del Lord en 1924.
Ce pince-sans-rire, paré d’une épaisse fausse moustache, le regard ahuri, et souvent coiffé d’un béret ou d’un chapeau melon, se distingue par une pantomime expressive. Billy Bevan est vite associé, entre autres, à Louise Fazenda, Madeline Hurlock, Vernon Dent et surtout Andy Clyde qui est son principal compère dès 1924. Sous la direction de Del Lord, ils forment un tandem attachant dans un chapelet de gags truculents comme dans «En quatrième vitesse» (1925) où ils se retrouvent au milieu d’une situation incontrôlable après avoir laisser échapper un lion du cirque; dans «La mine d’or» (1925), ils campent deux barbiers qui s’improvisent chercher d’or; dans «Billy est plein d’astuce» (1926), ils sont vagabonds qui montent un plan foireux pour gagner un repas gratuit dans un restaurant. Il joue plus agressivement aux cotés du coléreux Vernon Dent, surtout quand il courtise son épouse Madeline Hurlock dans «Masked Mamas» (1926), où habillé d’un kilt écossais, Billy roucoule avec sa femme; il récidive sous couvert d’une crise de somnambulisme dans «Billy somnambule» (1927) et dans «Billy en vacances» (1928), il embrasse son épouse devant son éternel rival ce qui finit en bagarres et en poursuites endiablées.
Après plusieurs années passées a triompher chez Mack Sennett, l’arrivée du cinéma parlant, amorçant la fin du burlesque, Billy Bevan se voit interpréter des personnages représentant le petit peuple comme un reporter dans «L’intruse» (1929) de Edmund Goulding avec Gloria Swanson; un employé d’hôtel dans «Peacock Alley» (1929) de Marcel De Sano avec Mae Murray; un chef de train dans «Monte Carlo» (1930) de Ernst Lubitsch avec Jeanette MacDonald; un soldat dans «Waterloo Bridge» (1931) de James Whale avec Mae Clarke; un détective dans «Club de minuit» (1933) de Alexander Hall avec George Raft; un aubergiste dans «Le pacte» (1936) de Henry King avec Tyrone Power; un sympathique conducteur de bus dans «Mme Miniver» (1942) de William Wyler avec Greer Garson et encore bien d’autres apparitions en majordome, chauffeur de taxi, conseiller municipal, un garde médiéval.
Après son décès le 26 novembre 1957, des hommages lui sont rendus en apparaissant dans des films documentaires sur l’âge d’or du cinéma muet, avec entre autres les génies du burlesque tels que: Charles Chaplin, Buster Keaton, Harry Landon, Larry Semon et Stan Laurel et Oliver Hardy. Billy Bevan a eu deux enfants issus de son premier mariage avec Leah Leona Kohnd, une union qui a duré 35ans jusqu’au décès de Leah en 1952. En 1954, il épouse une ex-danseuse des Ziegfeld Follies, Betsy Rees. Ils restèrent unis jusqu’à la mort de l’acteur à l’âge de 70 ans.
